Jonnell P. Lilly is a Partner at Harrell & Chambliss LLP, specializing in education law, employment law, and workers’ compensation.
Ms. Lilly earned her Bachelor of Science in Business Administration degree from the University of Richmond and her Juris Doctor degree from the T. C. Williams School of Law at the University of Richmond. Her experience includes representing local school divisions, providing counsel on a wide range of legal matters such as special and general education laws and regulations, student discipline, procurement, general operational matters, policy development, human resource issues, workers’ compensation claims, the Virginia Freedom of Information Act, and the Family Educational Rights and Privacy Act. Additionally, Ms. Lilly has conducted and assisted with investigations related to alleged discrimination and harassment complaints.
Ms. Lilly possesses extensive knowledge of school board and school division operations and has provided training to school board members and school division employees on board policy, school division procedures, and pertinent federal and state statutes. She has also represented clients in general employment matters, including human resource administrative grievance hearings, Virginia Employment Commission hearings, Virginia Workers’ Compensation Commission hearings, and U.S. Equal Employment Opportunity Commission matters. Before joining Harrell & Chambliss LLP, she held the position of Coordinator of Complaints Services for the Virginia Department of Education’s former Office of Dispute Resolution and Administrative Services. Ms. Lilly is an active member of her church and various local associations relevant to her areas of practice.
